Chief Secretary for Administration's speech at Hong Kong Scout Rally 1999

Following is the full text of the speech by the Chief Secretary for Administration, Mrs Anson Chan, at the Hong Kong Scout Rally 1999 today (Sunday):

Ladies and Gentlemen:

Now I would like to say a few words in English. First of all, it is a great pleasure for me to spend this beautiful morning with you all at the Hong Kong Scout Rally 1999.

"...A scout is friendly and considerate, has courage in all difficulties, thinks of others before himself, does a good turn every day..." This extract from the Scout Promise and Law is an excellent description of the mission of scouting and your commitment to serving the community and to helping those in need.

Like all other uniform groups in Hong Kong, the scout movement is an important force that helps build character, strengthens the personality and develops the full potential of our children and young people. Through tailor-made training programmes and activities, they are able to widen their circle of friends, understand their own strengths and weaknesses, observe discipline, appreciate teamwork, and learn to become caring citizens.

I would like to take this opportunity to commend all volunteers and scout leaders on your stirring work in promoting the scout movement in Hong Kong. Your efforts not only enrich the lives of thousands of our youngsters but is also great fun. May the Scout Movement go from strength to strength as we enter the new millennium.
