The Government announced today (Friday), that the Chief Executive (CE) had appointed Mr Leung Chun-ying as the Chairman of the Council of Lingnan University (LU) for a term of two years starting from October 22, 1999, following the retitling of the former Lingnan College to Lingnan University in July 1999.
At the same time, the following 17 people have been appointed by the CE to the LU Council for the same period:

* Mr Valiant Cheung Kin-piu, Partner, KPMG Peat Marwick and member of the Council of the former Lingnan College.

* Mr Bernard Charnwut Chan, Deputy Managing Director of Asia Financial Group.
* Professor Liu Pak-wai, Pro-Vice-Chancellor, Chinese University of Hong Kong and member of the Council of the former Lingnan College.
* Mr Ng Leung-sing, Vice-Chairman, the China & South Sea Bank Ltd (Hong Kong Branch).

The above appointment has been made in accordance with the relevant provisions in the Lingnan University Ordinance. All members, including the Chairman, Deputy Chairman and Treasurer, are appointed in their personal capacity.
The Secretary for Education and Manpower, Mr Joseph W P Wong, welcomed Mr Leung's appointment as the new Council Chairman of LU.
"As the convenor of the Executive Council, Mr Leung has been very committed to serving the community and has a solid track record of public service.
"In the field of tertiary education, Mr Leung is currently a member of the Court of Hong Kong Polytechnic University. I am confident that Lingnan University will go from strength to strength under the able leadership of Mr Leung," Mr Wong said.
Mr Wong also paid warm tribute to Dr Chiu Hin-kwong, the Chairman of the Council of the former Lingnan College.
"Over the past 13 years, Dr Chiu has served on the governing bodies of the former Lingnan College. He became the Council Chairman in 1992. Under his distinguished leadership, Lingnan has made significant achievements in enhancing the quality of teaching, learning and research. Dr Chiu has successfully led the College to become degree-awarding in 1991/92, self-accrediting in 1998 and eventually a university this year."
"Following his retirement from the Council, Dr Chiu will be appointed Chairman of the Court, which is the University's statutory advisory body rendering advice to the Council on key issues. I am sure that he will continue to provide wise counsel to the University in his new capacity," he said.
Mr Wong also thanked the outgoing Treasurer, Mr Patrick Wu Po-kong, and five other outgoing members:
* Mr Donald Chia, * Mr Frank Pong Fai, * Mr Lau Wong-fat, * Mr Timothy Ha Wing-ho,and * Ms Maria Candace Yuen Ka-ning.
"The achievements of Lingnan University over the past years owe much to their sterling support," Mr Wong said.
The former Lingnan College was retitled as Lingnan University in July this year, and the new LU Council will come into operation on October 22, 1999. The LU Council is the executive body of the University. It will consist of 33 members, of whom 18 members including Chairman, Deputy Chairman and Treasurer are directly appointed by the CE. Seven members will be nominated by Lingnan Education Organization Limited, Lingnan's founding body, and appointed by the CE. The remaining eight seats are for elected representatives from eligible staff and the Senate, as well as for ex-officio members, i.e. the University's President and Vice-President and the President of the Students' Union.
