'One Country, Two Systems' fully implemented

The Chief Executive, Mr Tung Chee Hwa, said today (Monday) that since the reunification, the HKSAR Government had fully implemented "One Country, Two Systems" and protected the liberties of Hong Kong people and our way of life according to the Basic Law.

Since last week, the Chief Executive has been meeting Members of the Legislative Council to listen to their views on the Policy Address. This afternoon, Mr Tung met with members of the Democratic Party and exchanged views on a range of livelihood issues.

Mr Tung said, "The legal system in Hong Kong is firmly entrenched and protected by the Basic Law. In the two years since the transition, the Judiciary has continued to administer justice fairly and impartially."

"Hong Kong residents continue to enjoy the freedoms of speech and of the press."

On the question of right of abode, the Chief Executive emphasised that seeking an interpretation from the NPC Standing Committee was legal and constitutional. The issue was resolved entirely in accordance with the Basic Law.

As for the establishment of a press council proposed in the Law Reform Commission consultation papers, the Chief Executive stated that the Government would examine the proposal carefully before putting a submission to the Law Reform Commission. The Government's determination to uphold press freedom was beyond doubt, he added.

The Chief Executive pointed out that the HKSAR Government had maintained the level playing field to facilitate business and economic developments. The Government would continue to provide the infrastructure and favourable business environment to enhance our overall competitiveness.

On the review of district organisations, the Chief Executive stated that the proposals were aimed at improving efficiency and that they were based on broad consultations with different sectors of the community.

The Chief Executive also exchanged views with Legislative Councillors on improvements to the environment. The Chief Executive emphasised that the Government placed much importance on environmental protection. The Government would need to work together with Members of the Legislative Council and the community to make progress on this front, so as to enhance our quality of life and to promote healthy living.
