Appointment of the Judiciary Administrator

The following is issued on behalf of the Judiciary :

The Government announced today (Tuesday) the appointment of Mr Wilfred TSUI Chi-keung to the post of Judiciary Administrator in the Judiciary. Mr TSUI will take up the appointment on June 15, 1999.

Mr TSUI has served in the Hospital Authority in the post of Deputy Director (Management) for 8 years and concurrently Deputy Director (Human Resources) since 1997. Prior to joining the Hospital Authority in 1991, he worked in the Government for about 22 years, first as an Executive Officer and later as an Administrative Officer. He had served in the posts of Principal Assistant Secretary (Medical), Health and Welfare Branch and Assistant Secretary General, Provisional Hospital Authority, among others.

The Judiciary Administrator assists the Chief Justice in the overall administration of the Judiciary. His role is to provide infrastructural support to the judges and judicial officers to enable them to do their work effectively.

"Given his extensive managerial and administrative skills and experience, I am confident that he will contribute to the efficient administration of the Judiciary," the Honourable Chief Justice Mr Andrew Kwok-nang Li said.

A brief biographical note on Mr TSUI is as follows :

Mr TSUI, aged 50, is presently the Deputy Director (Management/Human Resources) of the Hospital Authority. Mr TSUI first joined the Government in the Executive Grade in 1969 and later transferred to the Administrative Officer Grade in 1979. He rose to the rank of Senior Administrative Officer in 1985 and was promoted to Administrative Officer Staff Grade C in 1988. He left Government after 22 years of service and joined the Hospital Authority in 1991 as Deputy Director (Management).

Mr TSUI holds a Bachelor of Science Degree (London) and a Master of Business Administration Degree (Hong Kong). He was called to the Bar in the United Kingdom in 1996 and admitted as Barrister of the Supreme Court in Hong Kong in 1997.

Mr TSUI is married with one daughter.
