Judicial Appointments

The following is issued on behalf of the Judiciary:

The Judiciary today (Friday)announced the appointment of a Vice-President of the Court of Appeal of the High Court, two Justices of Appeal of the Court of Appeal of the High Court, four Judges of the Court of First Instance of the High Court, the Registrar of the High Court, a Deputy Registrar of the High Court and three Principal Magistrates.

Vice-President of the Court of Appeal of the High Court

Justice of Appeal of the Court of Appeal of the High Court, the Hon Mr Justice Michael STUART-MOORE, is appointed Vice-President of the Court of Appeal of the High Court.

Justices of Appeal of the Court of Appeal of the High Court

Judges of the Court of First Instance of the High Court, the Hon Mr Justice Michael WONG Kin-chow, the Hon Mr Justice Brian Richard KEITH are appointed Justices of Appeal of the Court of Appeal of the High Court.

Judges of the Court of First Instance of the High Court

District Judges Colin Graham JACKSON, Gareth John LUGAR-MAWSON, and Andrew CHUNG On-tak, and Senior Counsel, Mr Roberto Alexandre Vieira RIBEIRO, are appointed Judges of the Court of First Instance of the High Court.

Registrar of the High Court

Deputy Registrar of the High Court, Ms Carlye CHU Fun-ling is appointed Registrar, High Court.

Deputy Registrar of the High Court

Magistrate Jeremy POON Shiu-chor is appointed Deputy Registrar, High Court.

Principal Magistrates

Magistrates John Lonsdale SAUNDERS, KWOK Wai-kin and Patrick LI Hon-leung are appointed Principal Magistrates.

All appointments will take effect on June 7, 1999 except Mr RIBEIRO's appointment which will become effective on July 19, 1999.

The Honourable Chief Justice Andrew Kwok-nang LI welcomes these appointments. "The appointees are all very competent judges, judicial officers and lawyers who will contribute to the Judiciary in continuing to uphold the rule of law and to ensure the fair and efficient administration of justice," he said.

The biographical notes of the newly-appointed Judges and Judicial Officers are as follows:

The Hon Mr Justice Michael STUART-MOORE, JA

Mr Justice STUART-MOORE was born in the United Kingdom in 1944. He was called to the English Bar in 1966 and was appointed Queen's Counsel in 1990. He had been in private practice in England where he was appointed Recorder of the Crown Court. He was appointed Judge of the High Court in Hong Kong in 1993 and Justice of Appeal of the Court of Appeal in 1997. Mr Justice STUART-MOORE is married with one son and one daughter.

The Hon Mr Justice Michael WONG Kin-chow

Mr Justice WONG was born in China in 1936. He obtained his LL.B from University of Liverpool and was called to the English Bar in 1962. He joined the then Legal Department as Crown Counsel in 1966 and was promoted to Senior Crown Counsel and Assistant Principal Crown Counsel in 1969 and 1973 respectively. He joined the Judiciary in 1973 and was appointed District Judge in 1977 and Judge of the High Court in 1985. Mr Justice WONG is married with two sons and two daughters.

The Hon Mr Justice Brian Richard KEITH

Mr Justice KEITH was born in the United Kingdom in 1944. He was educated in London, obtained Bachelor of Arts and Master of Arts degrees from Lincoln College in Oxford, and a Fellowship from Harvard Law School. He was called to the English Bar in 1968 and was appointed Queen's Counsel in 1989. He was in private practice in England before joining the Hong Kong Judiciary as a Judge of the High Court in 1991. Mr Justice KEITH is married with a son and a daughter.

Judge Colin Graham JACKSON

Judge JACKSON was born in the United Kingdom in 1945. He obtained his LL.B from the Liverpool University in 1967 and was admitted as solicitor in England and Wales in 1970. He was appointed Notary Public in 1972, and admitted as barrister and solicitor in Victoria, Australia in 1982. He was in private practice before he joined the then Legal Department in 1981 as Crown Counsel, and was promoted to Principal Crown Counsel in 1989. He was appointed District Judge in 1991. He has sat as a Deputy Judge of the Court of First Instance of the High Court since 1998. Judge JACKSON is married with a daughter.

Judge Gareth John LUGAR-MAWSON

Judge LUGAR-MAWSON was born in the United Kingdom in 1948. He obtained his LL.B from the University of London. He was admitted as solicitor in England and in Hong Kong, in 1972 and 1982 respectively. He was called to the English Bar and the Hong Kong Bar in 1985, and became a Fellow of the Chartered Institute of Arbitrators in 1995. He was in private practice from 1972 and became Principal Solicitor of the Leeds City Council in 1978. He joined the then Legal Department in 1981 as Crown Counsel and was promoted to Deputy Principal Crown Counsel in 1984. He was appointed District Judge in 1991 and has sat as a Deputy High Court Judge since 1997. Judge LUGAR-MAWSON is married with a son and two daughters.

Judge Andrew CHUNG On-tak

Judge CHUNG was born in 1954 in Hong Kong. He obtained his LL.B and P.C. LL from the University of Hong Kong in 1983 and 1984 respectively. He was called to the Hong Kong Bar in 1984. He joined the Hong Kong Government as Executive Officer II in 1977, became Assistant Crown Counsel in 1984 and Crown Counsel the next year. He was in private practice from 1987 and was appointed District Judge in 1996. Judge CHUNG is single.

Mr Roberto Alexandre Vieira RIBEIRO, SC

Mr RIBEIRO was born in Hong Kong in 1949. He obtained his LL.B and LL.M from the London School of Economics in 1971 and 1972 respectively. He was called to the English Bar and the Hong Kong Bar in 1978, and was appointed Queen's Counsel in 1990. He was a Lecturer in Law in the University of Hong Kong between 1972 and 1979 and took up private practice in 1979. He was appointed Recorder of the Court of the First Instance of the High Court in 1997. Mr Ribeiro is married.

Ms Carlye CHU Fun-ling

Ms CHU was born in Hong Kong in 1960. She obtained LL.B, P.C.LL and M.S SC (Criminology) from the University of Hong Kong, and LL.M from the University of London and was called to the Hong Kong Bar in 1983. She was in private practice between 1985 and 1991 before joining the Hong Kong Judiciary as Magistrate. She was appointed District Judge in 1995, and Deputy Registrar of the High Court in 1997. She has been Acting Registrar of the High Court since 1998. Ms CHU is married with two sons and one daughter.

Mr Jeremy POON Shiu-chor

Mr POON was born in Hong Kong in 1962. He obtained LL.B and P.C.LL from the University of Hong Kong, and LL.M from the University of London. He was called to the Hong Kong Bar in 1986 and was in private practice between 1988 and 1993. He joined the Hong Kong Judiciary as Magistrate in 1993 and has been acting Deputy Registrar of the High Court since 1998. Mr POON is married with a son.

Mr John Lonsdale SAUNDERS

Mr SAUNDERS was born in New Zealand in 1946. He obtained LL.B from the Victoria University in Wellington in 1969. He was admitted as solicitor and called to the Bar in New Zealand in 1969 and 1970 respectively. He was admitted as solicitor in England and Wales in 1994 and as solicitor in Victoria and Australian Capital Territory in 1996. He was in private practice between 1973 and 1987. He joined the then Legal Department as Crown Counsel in 1987 and was promoted to Senior Crown Counsel in 1988. He was appointed Magistrate in 1990. Mr SAUNDERS is married with two daughters.

Mr KWOK Wai-kin

Mr KWOK was born in Hong Kong in 1959 and was called to the Hong Kong Bar in 1982. He was in private practice before joining the Hong Kong Judiciary as Magistrate in 1992. Mr KWOK is married with four sons.

Mr Patrick LI Hon-leung

Mr LI was born in Hong Kong in 1955. He obtained LL.B and P.C.LL from the University of Hong Kong and was called to the Hong Kong Bar in 1987. He joined the then Legal Department as Assistant Crown Counsel in 1987 and was promoted to Crown Counsel and Senior Crown Counsel in 1988 and 1991 respectively. He was appointed Magistrate in 1993. Mr LI is married with a daughter.
