Chief Secretary for Administration's speech at Passing Out Parade

Following is the translation of the speech by the Chief Secretary for Administration, Mrs Anson Chan, at the Passing Out Parade of the Immigration Service Training School this (Friday) afternoon:

Director, Commandant, ladies and gentlemen, officers on parade,

It gives me great pleasure to be the reviewing officer for today's passing out parade. I am deeply impressed by the smart turnout and fine bearing of the officers at the parade just now. To all of you on parade today, I wish to offer my warmest congratulations on your formally joining the Immigration Service.

The Hong Kong Immigration Service is a disciplinary force that has earned international reputation for efficiency and quality of service. Its distinguished record of service has also won the support and appreciation of all sectors of the community. Apart from providing the public with efficient services covering the issue of entry visas, travel documents, identity cards and the registration of births, deaths and marriages, it plays an important role in maintaining the stability and internal security of Hong Kong. While exercising effective immigration control at our land, sea and air entry points, the Department has been working closely with the Police and other departments in combating illegal immigration, illegal employment activities and the use of forged documents.

After Hong Kong's reunification with China, the Department is tasked with additional duties, including the issue of Hong Kong Special Administrative Region passports; implementation of the provisions of the Basic Law on the right of abode; processing of overseas issue of travel documents, visas and permits for entry into Hong Kong; and handling of all matters relating to Chinese nationality on behalf of the Central People's Government. I believe that all of you will face these challenges with dedication and professionalism.

The Immigration Department is constantly seeking to improve its work. Apart from promoting the HKSAR passports to foreign governments and securing the grant of visa-free access to foreign countries for HKSAR passport holders, the Department is actively exploring ways to facilitate the entry of visitors through constant policy and procedural reviews and the use of advanced technology.

All of you on parade today have chosen a most rewarding career. After leaving the training school, you will be posted to different sections of the Department. I hope you will always carry out your duties and serve the community in a fair and impartial manner. Bear in mind that the first impression and opinion of visitors, foreign businessmen and investors on Hong Kong and the SAR Government will have a lot to do with your performance and how you treat them. I am confident that you will make full use of your professional knowledge, continue the fine tradition of the service and work together for the stability and prosperity of Hong Kong.

Once again, I congratulate all of you on parade today and wish you every luck and success in your future endeavours.
