Traffic Arrangements During Ching Ming Festival

Police today (Saturday) reminded grave-sweepers to make full use of public transport during the Ching Ming Festival.

"Parking facilities around the cemeteries will be extremely limited and vehicles parked illegally on the road and pavement will be towed away without prior warning," a Police spokesman said.

The spokesman said that for the safety of the public, Police will divert grave-sweepers from places which are already over-crowded during the festival.

Motorists are advised to pay attention to traffic signs which will be put up around the cemeteries. Police officers will be on hand to guide motorists.

The public are also urged to exercise restraint and to be courteous to the elderly and children in crowded places.

Since large crowds using the MTR are anticipated during the festival, especially at Wong Tai Sin and Chai Wan stations, Police advised the public to follow the instructions of MTRC staff and Police.

The spokesman also reminded passengers not to use MTR stations as meeting places nor to bring with them metallic balloons, burning joss sticks or other forbidden materials.

Should any passenger feel sick in a moving train, he should seek assistance at the next station rather than pressing the emergency button, as this will only delay the assistance that is needed.

On April 4 and 5, Entrance A of the Chai Wan MTR Station will be closed while Entrance E will be used for outflow only.

Special traffic arrangements will be implemented in the vicinity of cemeteries as follows:

Hong Kong Island:

Special traffic arrangements will be implemented on April 4 and 5 in Chai Wan, Pok Fu Lam, Aberdeen and Happy Valley area. The arrangements may also be implemented on March 27, 28 and April 2, 3, 6, 10 and 11 when situation warrants.

In Chai Wan, certain roads in the vicinity of Cape Collinson cemeteries and Chai Wan Chinese Permanent Cemetery will be closed to traffic between 7 am and 6 pm.

They include:

(a) Cape Collinson Road east of Lin Shing Road;

(b) Lin Shing Road;

(c) Wan Tsui Lane;

(d) the slip road leading to Garden of Remembrance and Crematorium from Cape Collinson Road; and

(e) the slip road leading to Chai Wan Chinese Permanent Cemetery.

The following roads will be re-routed to one-way:

(a) Cape Collinson Road one-way westbound from Crematorium slip road to Shek O Road;

(b) Lin Shing Road one-way southbound from Wan Tsui Road to Cape Collinson Road;

(c) A section of Wan Tsui Road between Chai Wan Roundabout and Fei Tsui Road will be routed one-way westbound.

No parking will be permitted along Wan Tsui Road, Cape Collinson Road, Lin Shing Road, the section of Shek O Road between Tai Tam Training Centre and Tai Tam Road between 7 am and 7 pm.

Between 7 am and 6 pm, the bus stop on Wan Tsui Road south of the junction with Chai Wan Road will be suspended. Besides, the second bus stop on Wan Tsui Road near Lin Shing Road will be moved about 40 metres westward near the junction of Fei Tsui Road. The bus stop at Shek O Road near Cape Collinson Road will be moved to the entrance of Tai Tam Correctional Institute.

In Pok Fu Lam, Consort Rise will be routed one-way southbound from Victoria Road to Bisney Road between 7 am and 6 pm.

In Aberdeen, Peel Rise in the vicinity of the Aberdeen Chinese Cemetery and the slip road from Shek Pai Wan Road leading to the cemetery will be closed during the same period.

In the Happy Valley area, the tram stop on Wong Nai Chung Road opposite to the Hong Kong Jockey Club will be moved northward for a distance of about 30 metres.

Kowloon East:

In Diamond Hill, three roads will be closed to all vehicles between 7 am and 7 pm on March 28, April 4, 5 and 11, they are:

(a) the access road to Diamond Hill Cemetery;

(b) the road adjacent to Diamond Hill Funeral Parlour leading to Sze Chen Hall; and

(C) the access road leading to the metered parking spaces between the Diamond Hill Funeral Parlour and the China Light Power Station.

The metered parking spaces between Diamond Hill Funeral Parlour and China Light Power Station will also be closed.

Meanwhile, the taxi stand at Fung Shing Street near Po Kong Village Road will be temporarily suspended during the period. However, two temporary taxi stands will be designated on either side of Po Kong Village Road near Diamond Hill Cemetery.

Vehicles travelling from the west-bound carriageway of Fung Shing Street will not be allowed to turn right into the north-bound Po Kong Village Road.

In Tseung Kwan O, the access road leading to the Tseung Kwan O Chinese Permanent Cemetery will be closed to traffic except for emergency vehicles, hearses, vehicles taking part in funeral processions and vehicles of On Luen Tsuen residents between 6 am and 8 pm on March 20, 21, 27 and 28; and April 2 to 6, 10 to 11 and 17 to 18.

Temporary taxi and public light bus stands will be designated on the westbound Lei Yue Mun Road opposite to St.Antonius Girl's School between 7 am and 5.30 pm on the same days.

KMB Route No. 14S will provide bus service from the eastbound Lei Yue Mun Road east of the St. Antonius Girl's School to Tseung Kwan O Chinese Permanent Cemetery between 7 am and 5.30 pm on those days except April 4 and 5.

Kowloon West:

To facilitate visits to the Cheung Sha Wan Catholic Cemetery, the following traffic arrangements will be implemented between 7 am and 7 pm on April 4 and 5:

(a) Wing Ming Street and Wing Ming Lane will be closed;

(b) the parking spaces in King Lam Street, Wing Hong Street, Yu Chau West Street, Tai Nam West Street and Yee Kuk West Street will be suspended; and

(c) two temporary taxi stands will be set up on Wing Hong Street on both sides of the junction with Yu Chau West Street.

New Territories North:

In Wo Hop Shek, special traffic arrangements will be implemented on March 28 and April 2 to 6 and 11:

(a) Kiu Tau Road except hearses;

(b) Ming Yin Road except franchised buses;

(c) the unnamed road between Wo Hing Road and Kiu Tau Road; and

(d) the flyover between Kau Lung Hang Village and Tai Wo Service Road West except taxis, coaches, school buses, private cars, goods vehicles and motorcycles.

Meanwhile, all drivers except those of franchised buses, emergency vehicles and vehicles with permits issued by the Commissioner for Transport will not be allowed to stop and handle passengers and goods between 7 am and midnight on the following roads on March 28, April 2 to 6 and 11:

(a) Wo Hing Road;

(b) Lui Ming Road;

(c) Wai Ming Street;

(d) Fai Ming Road;

(e) Pak Wo Road;

(f) Wah Ming Road;

(g) Yat Ming Road;

(h) Wo Ming Lane;

(i) Yan Shing Lane; and

(j) Tai Wo Service Road West between Wo Hing Road and a point about 300 metres south of its junction with Kiu Tau Road.

The following car parks will be suspended to all vehicles at 8 pm until 8 pm the following day on March 27, April 1 to 5 and 10:

(a) carpark off Wo Hing Road near Wo Hop Shek Interchange except for emergency vehicles and coaches;

(b) carpark off Wo Hing Road near Ming Yin Road roundabout except for emergency vehicles and urban taxis;

(c) carpark off Ming Yin Road near Kiu Tau Road except for emergency vehicles; and

(d) carpark off Pak Wo Road near Fung Ying Sin Koon except for emergency vehicles.

The taxi stand on Lui Ming Road outside Wah Ming Estate will be suspended except for New Territories taxis at 7 am until midnight on March 28, April 2 to 6 and 11.

Sandy Ridge cemeteries in the Frontier Closed Area will be opened to grave-sweepers between 6 am to 6 pm between

March 27 and April 11. Vehicles without Frontier Closed Road Permits will not be allowed to enter the area.

To avoid traffic congestion, a section of Man Kam To Road between an unnamed road leading to the Sheung Shui Water Treatment Works and the Sandy Ridge Police Check Point will be designated as a "non-stopping zone".

New Territories South:

In Tsuen Wan District, the section of Lo Wai Road between Lo Wai Old Bus Terminus and Yuen Yuen Institute will be closed to all vehicles on March 21, 27 to 28, April 2 to 6, 10 to 11, and 17 to 18. Fu Yung Shan Road will also be closed on these days.

In Kwai Tsing District, the following traffic arrangements will be implemented in the vicinity of the Tsuen Wan Chinese Permanent Cemetery and Crematorium on March 28 and April 2 to 6 and 11:

(a) The section of Wing Shun Street between the Cemetery and its junction with Kwai Hei Street will be closed to all vehicles except hearses, franchised buses and emergency vehicles between 7 am and 7 pm;

(b) a one-way system will be adopted on the section of Wing Kei Road between its junction with Kwai Hei Street and Wing Kin Road. Vehicles will only be allowed to enter the vicinity via Wing Kin Road;

(c) Wing Lap Street, Wing Hau Street and Wing Chong Street will be closed to all traffic; and

(d) no parking will be permitted on any approach roads in the vicinity of the Cemetery and Crematorium.

(e) temporary taxi stands will be erected on Kwai Hei Street near its junction with Wing Shun Street and Wing Kei Road.

In Sha Tin District, all vehicles except coffin vans, staff and emergency vehicles will be kept away from the access road of the Fu Shan Crematorium on March 28, April 2 to 6 and 11.
