The Government announced today (Tuesday) the following appointments:
* Mr Kenneth Pang Tsan-wing, Hong Kong Commissioner for Economic and Trade Affairs at the Washington Office, will succeed Mr Barry Woodroffe as Commissioner of Rating and Valuation on February 22, 1999 upon Mr Woodroffe's retirement. Mr Pang has previously served in the Rating and Valuation Department for over 25 years and was Deputy Commissioner of Rating and Valuation for 3 years from late 1989 to early 1993;
* Mr Shum Man-to, Deputy Director of Accounting Services, will take over from Mr Brian Dagnall as Director of Accounting Services on February 22, 1999 upon Mr Dagnall's retirement. Mr Shum has served in the Treasury for 20 years since 1978; and
* Mr Chan Chi-kin will succeed Dr Bryce Dailly as Government Chemist with effect from March 1, 1999 on Dr Dailly's retirement. Mr CHAN has served in the Government Laboratory for 22 years since 1976.
Speaking on the above appointments, Secretary for the Civil Service, Mr W K Lam, expressed full confidence in Mr Pang, Mr Shum and Mr Chan in meeting the challenges and responsibilities of running the Departments. Mr Lam said that "these officers have proven administrative abilities and sound professional skills. I am confident that they will lead the Departments competently."
Mr Lam also thanked Mr Woodroffe, Mr Dagnall and Dr Dailly for their loyal and dedicated service. They have led their departments well and have contributed significantly to enhancing their departments' services to the public. He wished them a happy and healthy retirement.
Following are the biographical notes on the six officers:
Mr Barry Woodroffe ------------------
Mr Woodroffe, aged 58, joined the Hong Kong Government as a Rating and Valuation Surveyor in January 1966. He was promoted to Senior Rating and Valuation Surveyor in October 1971, to Principal Rating and Valuation Surveyor in December 1974, to Assistant Commissioner of Rating and Valuation in January 1979 and to Deputy Commissioner of Rating and Valuation in November 1985. In October 1989, he was promoted to Commissioner of Rating and Valuation. On his retirement, Mr Woodroffe will have rendered 33 years of fine service with Government.
Mr Woodroffe is married with one son and one daughter.
Mr Kenneth Pang Tsan-wing -------------------------
Mr Pang, aged 52, is a Chartered Surveyor. He first joined the Government in September 1967 as a Valuation Assistant III in the Rating and Valuation Department. He rose through the ranks to Principal Rating and Valuation Surveyor in May 1979, to Assistant Commissioner of Rating and Valuation in July 1984 and to Deputy Commissioner of Rating and Valuation in October 1989. He was appointed as Land Registrar to head the Land Registry in May 1993, and since November 1996, has been the Hong Kong Commissioner for Economic and Trade Affairs, Washington, USA.
Mr Pang is married and has one son.
Mr Brian Dagnall ----------------
Mr Dagnall, aged 57, joined the Hong Kong Government as Chief Treasury Accountant in October 1981. He was promoted to Assistant Director of Accounting Services in June 1988, to Deputy Director of Accounting Services in April 1994, and to Director of Accounting Services in February 1997. On his retirement, Mr Dagnall will have rendered over 17 years of fine service with Government.
Mr Dagnall is married with two sons.
Mr Shum Man-to --------------
Mr Shum, aged 49, first joined Government as a Treasury Accountant in November 1978. He rose through the ranks to Senior Treasury Accountant in October 1984, to Chief Treasury Accountant in June 1987, to Assistant Director of Accounting Services in July 1991, and to Deputy Director of Accounting Services in June 1995.
Mr Shum is married and has two daughters.
Dr Bryce N Dailly -----------------
Dr B N Dailly, aged 59, joined the civil service as Chemist in 1973. He was promoted to Senior Chemist in 1976 and to Assistant Government Chemist in 1983. He has been Government Chemist since 1996. On his retirement, Mr Dailly will have rendered 25 years of fine service with Government.
Dr Dailly is married with two sons.
Mr Chan Chi Kin ---------------
Mr Chan Chi Kin, aged 49, joined the civil service as Chemist in December 1976. He was promoted to Senior Chemist in 1986 and to his present rank of Assistant Government Chemist in 1996.
Mr Chan is married.
