Man Wanted for Deception Returned to Hong Kong

A 28-year-old man wanted for a deception in Yau Ma Tei (YMT) in 1998 was returned to Hong Kong today (Thursday).

At a brief ceremony held at Huanggang Border Control Office in Shenzhen this afternoon, Detective Chief Inspector, YMT, Mr Brian George; Detective Senior Inspector, Mr Wong Wang-chow, YMT and Detective Senior Inspector from Hong Kong Police Liaison Bureau, Mr Chan Kai-fat, took custody of the suspect, Lam Keung, from the Guangdong Provincial Public Security Bureau (PSB).

Lam, who is a registered landlord of a commercial unit at 147 Woosung Street, YMT and his partner sold the flat to a buyer at $8 million.

The trio signed a contract for the transaction and the buyer paid $2.7 million as the deposit on January 9, 1998. The date for the completion of the transaction fell on December 31, 1998.

However, the victim found that the unit in question had been sold to another buyer on January 23, 1998 when he applied for a mortgage in December last year.

A report was then made to the Police.

Police investigations showed that the suspect had managed to escape to the Mainland after the transaction. The investigating officers then through the Liaison Bureau of Hong Kong Police sought assistance from the Guangdong Provincial PSB.

The suspect was subsequently arrested by officers of the Dongguang PSB during an anti-crime operation last Saturday (January 16). He was returned to Hong Kong Police today to face his charge.

Lam is the first crime suspect handed over by the Mainland so far this year. In 1998, a total of 17 crime suspects were returned from the Mainland.
