The Financial Secretary has appointed Messrs Chow Fu-kee, Felix and Ng Kwok-wai, Eric as lay members to the Insider Dealing Tribunal to inquire into possible insider dealing in the listed securities of Chinese Estates Holdings Ltd ("Chinese Estate")

The appointments of the two lay members were made in accordance with section 15(2) and section 15(5) of the Securities (Insider Dealing) Ordinance, and with paragraph 3 of the Schedule thereto.

Mr Chow is an accountant by profession and is the Consultant to Managing Director and Alternate Director of First Shanghai Investments Ltd. Mr Ng is also an accountant and the Fellow of Hong Kong Society of Accountants. Both of them are knowledgeable of the financial markets in Hong Kong.

They will be sitting in the Tribunal under the chairmanship of Mr Justice Hartmann. Preliminary hearing of the case will be held on at 10.30 am, November 24, 1998 in Room 702, Tower Two, Lippo Centre, 89 Queensway.
