The Town Planning Board announced today (Friday) that the Chief Executive in Council had approved the draft Lai Chi Kok Outline Zoning Plan (OZP) (No.S/K16/5).
A spokesman for the Board said the approved OZP was to establish a statutory land use framework to guide development and redevelopment within the Lai Chi Kok area.
The OZP covers a total land area of about 93 hectares. The total population upon full development is estimated to be about 37,000 people.
About 26.01 hectares (28 per cent of the total land area) is zoned "Government/Institution/ Community" for the development of government, institution or community (GIC) facilities. Major GIC uses include the Lai Chi Kok Hospital, the Lai Chi Kok Reception Centre, the Po Leung Kuk Practical School, a fire station, a telephone exchange, a swimming pool complex, an indoor games hall, an Urban Services Department Training School and a district library. Sites are also reserved for other GIC uses including an area community centre, a regional stadium, government depots, public car/lorry parks and a bus terminus.
Some 20.27 hectares (22 per cent) is zoned "Open Space" to provide active and passive recreational uses. Existing open spaces are located at Mount Sterling Mall above the Mei Foo Mass Transit Railway Station. A sizable area of reclaimed land between Mei Foo Sun Chuen and Tsing Kwai Highway and West Kowloon Highway has also been reserved for a proposed open space.
"Residential (Group A)" zone occupies about 18.13 hectares (19 per cent) including Mei Foo Sun Chuen and Ching Lai Court.
About two hectares (two per cent) is zoned "Green Belt". This zone covers the slopes adjoining Ching Cheung Road and Castle Peak Road.
About 1.3 hectares (1.4 per cent) is zoned "Comprehensive Development Area" ("CDA"). The existing Lai Chi Kok Bus Depot at Po Lun Street is zoned "CDA" for residential development with retail, open space and GIC facilities.
Another 0.03 hectare (0.1 per cent) is zoned "Other Specified Uses". This zone covers the existing petrol filling station at Mei Lai Road.
The rest, about 25.69 hectares (27.5 per cent) is reserved for road and other related uses.
The approved OZP is now available for public inspection at the following venues:
* Planning Department, 15th Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong;
* Tsuen Wan, Kwai Tsing and Sham Shui Po District Planning Office, 27th Floor, Tsuen Wan Government Offices, 38 Sai Lau Kok Road, Tsuen Wan, New Territories;
* Sham Shui Po District Office, 6th Floor, West Coast International Building, 290 Un Chau Street, Sham Shui Po, Kowloon; and
* Kwai Tsing District Office, 10th Floor, Kwai Hing Government Offices Building, 166-174 Hing Fong Road, Kwai Chung, New Territories
Copies of the approved plan are available for sale at the Survey and Mapping Office, Map Publications Centre (Hong Kong), 23rd Floor, North Point Government Offices, 333 Java Road; and the Survey and Mapping Office, Map Publications Centre (Kowloon), Ground Floor, 382 Nathan Road, Yau Ma Tei.
