Judicial appointments

The following is issued on behalf of the Judiciary:

The Judiciary announced today (Thursday) the re-appointment of three Recorders of the High Court, and the appointment of six Judges of the District Court ,and nine Permanent Magistrates.

Recorders of the High Court:

Mr Robert TANG Ching, S.C.; Mr Edward CHAN King-sang, S.C.; and Mr Ronny WONG Fook-hum, S.C. are re-appointed Recorders of the High Court for a period of three years commencing September 25, 1998.

Judges of the District Court:

Mr YUNG Yiu-wing, Mr Alan Raymond WRIGHT, Mr Richard Gregory DAY, Mr Barnabas FUNG Wah, Miss Maggie POON Man-kay, and Mr Christopher CHAN Cheuk are appointed Judges of the District Court. The appointments will take effect from September 7, 1998, with the exception of Mr Christopher CHAN Cheuk whose appointment will take effect from November 2,1998.

Permanent Magistrates:

The followings are appointed Permanent Magistrates:

Their appointments will take effect from September 7, 1998, with the exception of Mr John Trevor GLASS whose appointment will take effect from October 7, 1998.

The Chief Justice, the Hon Mr Justice Andrew Kwok-nang LI, welcomes these appointments. "The appointees are all very competent judicial officers and lawyers who will contribute to the Judiciary in continuing to uphold the rule of law and to ensure the fair and efficient administration of justice," he said.

Biographical notes of the re-appointed Recorders and newly-appointed Judges and Judicial Officers are as follows:

Recorders of the High Court

Mr Robert TANG Ching, S.C.

Mr TANG was born in China in 1947 and graduated from the University of Birmingham with a Bachelor of Laws degree in 1969. He was called to the English and Hong Kong Bar in 1969 and 1970 respectively. He has been in private practice since 1970 and was appointed Queen's Counsel in 1986. Mr TANG was first appointed a Recorder of the High Court in 1995.

Mr Edward CHAN King-sang, S.C.

Mr CHAN was born in Hong Kong in 1950. He was educated at the University of Hong Kong and the University of London. He was called to the English and Hong Kong Bar in 1974 and 1975 respectively. He was appointed Queen's Counsel in 1989. Mr CHAN has been in private practice since 1975 and was first appointed a Recorder of the High Court in 1995.

Mr Ronny WONG Fook-hum, S.C.

Mr WONG was born in Hong Kong in 1947. He was educated at the Hull University and the University of Oxford. He was called to the English Bar and the Hong Kong Bar in 1970 and 1973 respectively. He was appointed Queen's Counsel in 1990. Mr WONG was Chairman of the Hong Kong Bar Association in 1994. He was first appointed a Recorder of the High Court in 1995.

Judges of the District Court

Mr YUNG Yiu-wing

Mr YUNG was born in Hong Kong in 1948. He graduated from the University of Hong Kong with a Bachelor of Social Sciences degree in 1975. He was called to the English Bar in 1979 and was admitted as barrister and solicitor in Australia in 1983. He joined the Hong Kong Judiciary as magistrate in 1987.

Mr Alan Raymond WRIGHT

Mr WRIGHT was born in England in 1947. He studied Law in South Africa and was admitted as barrister and solicitor in Australia in 1985. He was in private practice between 1974 and 1988. He joined the Hong Kong Judiciary as magistrate in 1988.

Mr Richard Gregory DAY

Mr DAY was born in England in 1949. He graduated from the University of London with a Bachelor of Laws degree in 1972. He worked as a Prosecuting Solicitor in England between 1977 and 1980 and then went into private practice. He was appointed magistrate of the Hong Kong Judiciary in 1989.

Mr Barnabas FUNG Wah

Mr FUNG was born in Hong Kong in 1960. He obtained a Bachelor of Laws degree from the University of New South Wales in 1985 and Postgraduate Certificate in Laws from the University of Hong Kong in 1986. He was called to the New South Wales and Hong Kong Bar in 1985 and 1986 respectively. He was in private practice between 1987 and 1993, and was a part-time lecturer at the University of Hong Kong from 1991 to 1993. He was appointed magistrate of the Hong Kong Judiciary in 1993.

Miss Maggie POON Man-kay

Miss POON was born in Hong Kong in 1962 and was educated at the University of Oxford and University of Hong Kong. She was called to the English and Hong Kong Bar in 1986 and 1987 respectively. She was a part-time lecturer and tutor on Law between 1987 and 1991. She has been in private practice since 1988 and joined the Hong Kong Judiciary as magistrate in 1994.

Mr Christopher CHAN Cheuk

Mr CHAN was born in Hong Kong in 1941. He graduated from the University of Hong Kong with a Master of Arts degree in 1967. He was admitted as solicitor in Hong Kong in 1970, as barrister and solicitor in Canada in 1992. Mr CHAN has been in private practice since 1970. He was the President of the Law Society in 1996.

Permanent Magistrates

Mr Selwyn Hason AU See-hin

Mr Selwyn Hason AU See-hin was born in Hong Kong in 1952. He obtained a Bachelor of Laws degree from the University of London in 1981, and a Postgraduate Certificate in Laws from the University of Hong Kong in 1984. He was called to the Hong Kong Bar in 1984 and admitted as advocate and solicitor in Singapore in 1995. He worked as an Assistant Crown Counsel and Crown Counsel in the Hong Kong Government between 1984 and 1987. He has been in private practice since 1987.

Mr CHAN Chan-kok

Mr CHAN was born in Macau in 1960. He obtained a Bachelor of Laws degree from the University of London in 1989, a Postgraduate Certificate in Laws from the University of Hong Kong in 1990, and Master of Laws from the City University of Hong Kong in 1997. He was admitted as solicitor in Hong Kong in 1992, and in England and Wales in 1993. He has been in private practice since 1992.

Mr Andrew CHAN Hing-wai

Mr CHAN was born in Hong Kong in 1961. He graduated with a Bachelor of Laws degree from the University of London in 1989. He was called to the English and Hong Kong Bar in 1990. He has been in private practice since 1991.

Ms Mary CHAU Yuen-man

Ms CHAU was born in Hong Kong in 1956. She graduated with a Bachelor of Laws degree in 1991 and a Postgraduate Certificate in Laws in 1992 from the University of Hong Kong. She was called to the Hong Kong Bar in 1992. She joined the Hong Kong Government as a Court Prosecutor in 1981 and became a Senior Government Counsel in 1997.

Ms Merinda CHOW Yin-chu

Ms CHOW was born in Hong Kong in 1958. She obtained a Bachelor of Laws degree from the University of London in 1990 and was called to the English Bar in 1991. She was a Court Prosecutor of the Hong Kong Government between 1986 and 1992 before going into private practice.

Mr Peter HUI Shiu-keung

Mr HUI was born in Hong Kong in 1953. He was admitted as solicitor in Hong Kong in 1983. He has been in private practice since 1983.

Mrs Katina LEVY Law Suet-mui

Mrs LEVY was born in Hong Kong in 1958. She graduated with a Bachelor of Laws degree from the University of London in 1988 and was called to the Hong Kong Bar in 1989. She has been in private practice since 1991.

Mr Joseph YAU Chi-lap

Mr YAU was born in Hong Kong in 1953. He obtained a Bachelor of Laws degree in 1982, and a Postgraduate Certificate in Laws in 1983 from the University of Hong Kong. He was called to the Hong Kong Bar in 1985. He joined the Legal Department as an Assistant Crown Counsel in 1986 and became a Senior Crown Counsel in 1989. He has been in private practice since 1994.

Mr John Trevor GLASS

Mr GLASS was born in England in 1950. He was admitted as solicitor in England and Hong Kong in 1977 and 1978 respectively. He has been in private practice since 1978.
