E-Procurement Pilot Programme launched

The Government has begun an e-Procurement Pilot Programme at the Office of the Government Chief Information Officer (OGCIO), the Immigration Department and the Environmental Protection Department to enable electronic transactions between them and the suppliers for purchases of goods and non-construction related services not exceeding $1.43 million each. The pilot programme has put in place by phases four e-Procurement initiatives, including: Procurement Portal, E-Catalogue, E-Sourcing and Internal Workflow System. For details, please visit here.

Online Survey for Mobile Government Services

The Office of the Government Chief Information Officer is conducting a study on the mobile platform as an additional channel to deliver government services. We have conducted research on overseas mobile government applications for service delivery and are considering the feasibility and desirability of these applications in Hong Kong. We are conducting an online survey to collect citizens' views and expectations on the GovHK. Your comments will assist us in this study. Kindly please take your time to go through the survey. Promoting Advanced Technology and Innovation

InnoAsia 09

The fifth InnoAsia will be held on 1-2 December at the Hong Kong Science Park. Themed "Sustainable City, Transportation and Energy", a panel of world renowned scientists, experts and business leaders are invited to share their global perspective on sustainable product development to the local community in Hong Kong and the Chinese Mainland. This year, a business matching forum, "Science Park Applied Research Commercialization (SPACRC) Forum" will be included in the InnoAsia. It aims at providing a platform for entrepreneurs in Hong Kong and the Pearl River Delta to meet with potential investors and business partners through project presentation & standard business matching. ABOUT THE DIGITAL 21 STRATEGY...


The Digital 21 Strategy is the blueprint for the development of information and communications technology (ICT) in Hong Kong. It is updated regularly to take into account technological advancement and changing needs of the society.


On 21 December 2007, the Secretary for Commerce and Economic Development announced the fourth edition of the Digital 21 Strategy. The vision of the 2008 Digital 21 Strategy is "Advancing our achievements and seizing new opportunities: building on Hong Kong's position as a world digital city." To lay the foundation for ICT-enabled development in Hong Kong in the next decade, we have identified 5 key action areas for implementation between 2008 and 2010. These key action areas include -

  • Facilitating a digital economy;
  • Promoting advanced technology and innovation;
  • Developing Hong Kong as a hub for technological cooperation and trade;
  • Enabling the next generation of public services; and
  • Building an inclusive, knowledge-based society.
