Finalised Statements of Desired Outcomes of the 2008 Digital 21 Strategy

To solicit public views, we have uploaded an article of the draft Statements of Desired Outcomes (SDOs) of the 2008 Digital 21 Strategy, onto this website in mid June this year. SDOs are descriptions of the desired outcomes in each of the five action areas of the 2008 Digital 21 Strategy which could be used in the selection of meaningful quantifiable success measures, in the communication of progress towards our goals, in identifying gaps in the Digital 21 programme and in prioritising resource allocation. We have sought views from the Legislative Council Panel on Information Technology and Broadcasting, the Digital 21 Strategy Advisory Committee, Digital Inclusion Task Force, Information Technology-related associations and the public on the drafts SDOs. Having carefully considered all the comments received, we have finalised the SDOs. The text of the finalised SDOs is available here.

Innovation Festival 08 Coming Soon

Innovation Festival 08

Innovation Festival 08 (IF 08), organised by Innovation and Technology Commission was launched on 26 September. Themed "InnoVision Innovation InnoFuture", IF 08 aims to provide an opportunity for the community, in particular the younger generation, to experience for themselves the achievements of Hong Kong in innovation, technology and design, and to appreciate the importance of these achievements to the development of Hong Kong in the future. IF 08 also targets to enhance the youngsters' interest in innovation, technology and design, with a view to nurturing more talents, which in turn will help develop Hong Kong into a regional hub for innovation and technology.
The InnoCarnival, to be held from 16 to 18 October in Hong Kong Science Park, is the highlight of IF 08. Various Programmes partners will showcase their master-pieces in the innovation and technology. Visitors will certainly be amazed at the "made-in-Hong Kong" technology and innovation. Other than InnoCarnival, a number of roadshows will be held at various shopping arcades and Victoria Park with a view to extending the reach of the key messages of IF 08. Hong Kong and Guangdong invite applications for technology cooperation funding

To enhance cooperation among universities, research institutes and technology enterprises in Hong Kong and Guangdong, and to upgrade the technology level of industry in the Greater Pearl River Delta region, Hong Kong and Guangdong invite applications for funding support for research and development (R&D) projects under the 2008 Guangdong-Hong Kong Technology Co-operation Funding Scheme. The deadline for applications is October 15. The funding scheme was first launched in 2004 by the Hong Kong/Guangdong Expert Group on Co-operation in Innovation and Technology. The Shenzhen municipal government also joined the scheme in 2005. The two sides supported over 250 projects last year, bringing the total to more than 660 projects in the past four years since the scheme was established, with a total funding of $1.63 billion. International recognition of Hong Kong's e-Government initiatives

Hong Kong has won the first runner-up of "Best Practices e-Government" in the World e-Government Mayors Forum 2008. The award was based on the Digital Governance in Municipalities Worldwide Survey 2007, which assessed municipal websites of 86 cities. GovHK (www.gov.hk), the one stop access portal of government information and services, will continue to enrich its content and services in strengthening Hong Kong's digital governance. Another e-government initiatives, which received international recognition recently is the Hong Kong Examinations and Assessment Authority (HKEAA)'s Onscreen Marking System recognized by the MIS Asia IT Excellence Award. These international recognitions affirm government's effort to lead by example in the use of e-business. For details, please refer to the article. .

ASTRI's LED micro-projector wins national recognition

Remarkable Achievement

ASTRI's LED micro-projector wins national recognition

Developed by the Hong Kong Applied Science and Technology Research Institute Company Limited (ASTRI), the "Personal portable LED Micro-projector" has won the recognition of "innovative product" of the Second National Solid State Lighting Innovation Contest. The size of the projector is equivalent to that of a candy, about 3cm x 3cm. When the projector connects to the computer or mobile phone, it can project the best image size from 7 to 15 inches. ASTRI's two other innovations, "Ultra-Thin LED Backlight with Local Dimming" and "Large-sized Public Information Display LCD with Ultra-High Brightness, Environment-friendly and Power-saving Function" have also won the entry award. The aim of the contest is to encourage the cooperation between universities, research institutes and enterprises in developing LED technology and its application so as to enhance the competitiveness of the Solid State Lighting industry in China.

Co-operation Agreement on setting up Joint Platform for Co-operation in Innovation and Technology

The 11th Plenary of the Hong Kong/Guangdong Co-operation Joint Conference was held on 5 August 2008. The meeting reviewed the progress of co-operation over the past year and discussed the future direction of Hong Kong and Guangdong. In response to the concerns of people of both places on livelihood issues, both sides agreed to further enhance the implementation of co-operation areas by means of various concrete measures which are closely related to people's livelihood. Hong Kong and Guangdong signed 11 co-operation agreements after the meeting, including the Co-operation Agreement on the setting up of the Joint Platform for Co-operation in Innovation and Technology. Applications for Hong Kong ICT Awards 2008 Open

To recognise and promote outstanding achievements of local information and communications professionals and organisations, the annual Hong Kong ICT Awards 2008 are open for applications until 30 September 2008. The awards are a collaborative effort among ICT industry organisations, professional bodies, academia and the Government to organise a large-scale and internationally recognised ICT event in Hong Kong. Appointment of Mr Duncan Pescod as PSCT

Appointment of Mr Duncan Pescod as PSCT

The Government announced on 15 July that Mr Duncan Pescod will take up the post of Permanent Secretary for Commerce and Economic Development (Communications and Technology). He will succeed Mrs Rita Lau who has been appointed Secretary for Commerce and Economic Development. Mr Pescod joined the Administrative Service in August 1981 and has served in various bureaux and departments. For details, please refer to the press release.

Appointment of Mrs Rita Lau as SCED

Mrs Rita Lau was appointed as the Secretary for Commerce and Economic Development on 12 July 2008. Mrs. Lau joined the Administrative Service of the Hong Kong Government in October 1976. Guangdong/Hong Kong Technology Cooperation

Expert Group on Co-operation in Informatisation holds third meeting in Guangzhou

The Hong Kong/Guangdong Expert Group on Co-operation in Informatisation held its third meeting in Guangzhou on 4 July 2008 and agreed to set co-operation on the modern information service industry as the focus of the coming year so as to promote the development of the related industries in both places. The expert group will strengthen co-operation in various areas including the pilot run of applications using digital certificates issued by Guangdong and HKSAR, research and development and application of RFID, electronic customs clearance and information exchange platform.
