Remarkable Achievement
ASTRI's LED micro-projector wins national recognition
Developed by the Hong Kong Applied Science and Technology Research Institute Company Limited (ASTRI), the "Personal portable LED Micro-projector" has won the recognition of "innovative product" of the Second National Solid State Lighting Innovation Contest. The size of the projector is equivalent to that of a candy, about 3cm x 3cm. When the projector connects to the computer or mobile phone, it can project the best image size from 7 to 15 inches. ASTRI's two other innovations, "Ultra-Thin LED Backlight with Local Dimming" and "Large-sized Public Information Display LCD with Ultra-High Brightness, Environment-friendly and Power-saving Function" have also won the entry award. The aim of the contest is to encourage the cooperation between universities, research institutes and enterprises in developing LED technology and its application so as to enhance the competitiveness of the Solid State Lighting industry in China.

Co-operation Agreement on setting up Joint Platform for Co-operation in Innovation and Technology
The 11th Plenary of the Hong Kong/Guangdong Co-operation Joint Conference was held on 5 August 2008. The meeting reviewed the progress of co-operation over the past year and discussed the future direction of Hong Kong and Guangdong. In response to the concerns of people of both places on livelihood issues, both sides agreed to further enhance the implementation of co-operation areas by means of various concrete measures which are closely related to people's livelihood. Hong Kong and Guangdong signed 11 co-operation agreements after the meeting, including the Co-operation Agreement on the setting up of the Joint Platform for Co-operation in Innovation and Technology. Applications for Hong Kong ICT Awards 2008 Open
To recognize and promote outstanding achievements of local information and communications professionals and organizations, the annual Hong Kong ICT Awards 2008 are open for applications until 30 September 2008. The awards are a collaborative effort among ICT industry organisations, professional bodies, academia and the Government to organise a large-scale and internationally recognised ICT event in Hong Kong. Appointment of Mr Duncan Pescod as PSCT
The Government announced on 15 July that Mr Duncan Pescod will take up the post of Permanent Secretary for Commerce and Economic Development (Communications and Technology). He will succeed Mrs Rita Lau who has been appointed Secretary for Commerce and Economic Development. Mrs Rita Lau was appointed as the Secretary for Commerce and Economic Development on 12 July 2008. Mrs. Lau joined the Administrative Service of the Hong Kong Government in October 1976. Guangdong/Hong Kong Technology Cooperation
Expert Group on Co-operation in Informatisation holds third meeting in Guangzhou
The Hong Kong/Guangdong Expert Group on Co-operation in Informatisation held its third meeting in Guangzhou on 4 July 2008 and agreed to set co-operation on the modern information service industry as the focus of the coming year so as to promote the development of the related industries in both places. The expert group will strengthen co-operation in various areas including the pilot run of applications using digital certificates issued by Guangdong and HKSAR, research and development and application of RFID, electronic customs clearance and information exchange platform. Draft Statements of Desired Outcomes of the 2008 Digital 21 Strategy
To supplement the high-level overall vision of the 2008 Digital 21 Strategy, the Government is refining the draft Statements of Desired Outcomes (SDOs), which shall give a more concrete picture of how success would be defined in each of the five action areas. These SDOs could then be used in the selection of meaningful quantifiable success measures, in the communication of progress towards our goals, in identifying gaps in the Digital 21 programme and in prioritizing resource allocation. Good progress made on implementing the 2008 Digital 21 Strategy
The Government provided an update on the latest progress on the implementation of initiatives under the Digital 21 Strategy to the Legislative Council Panel on Information Technology and Broadcasting on 10 June 2008. Apart from concluding that good progress was made on the five action areas, the Progress Report also highlighted the major milestones and the benefits that the initiatives have brought to citizens. Information on the progress on each action area is available in the Targets and Outcomes section while latest figures of selected key indicators are provided in the Statistics and Figures section.

Winners of Stockholm Challenge 2008 Announced: World Weather Website Operated by HKO Honored
The World Weather Information Service (WWIS) website operated by the Hong Kong Observatory (HKO) on behalf of the UN World Meteorological Organization (WMO) has won the prestigious Stockholm Challenge Award 2008 in the Environment category. GCIO: Government attaches great importance to information security IT Security policies to be reviewed by September
GCIO Jeremy Godfrey noted that full investigations into the recent data leakage incidents were continuing but in general, it appeared that a significant contributing factor to many of the incidents had been lack of awareness of the established security regulations and procedures, and a consequent failure to comply with them. Between now and the end of September 2008, the Government will review IT security policies, regulations and practices in the light of the findings of investigations. Hong Kong and Shenzhen collaborate with DuPont to develop solar energy technologies
The HKSAR Government and the Shenzhen Municipal Government announced on 5 May 2008 the launching of the first major technology co-operation project under the "Shenzhen Hong Kong Innovation Circle" to establish a Solar Energy Research and Industrial Platform in collaboration with DuPont. DuPont will join the Solar Energy R&D Support Centre as the first anchor tenant by locating its Global Thin Film Photovoltaic Business/ R&D Centre in the Hong Kong Science Park. Market-driven approach fosters competitive telecom industry: Mr Frederick Ma
The Secretary for Commerce and Economic Development, Mr Frederick Ma, attended the 7th APEC Ministerial Meeting on Telecommunications and Information Industry (TELMIN 7) in Bangkok, Thailand on 24 April 2008. Speaking in a plenary session, Mr Ma remarked that Hong Kong's market-driven approach had fostered an innovative and competitive telecommunications industry, comprising local, Mainland China and overseas operators making investment in facilities and developing new services and products to satisfy a community that was ever receptive to the rollout of new and advanced technology. Latest IT rankings affirm international recognition of Hong Kong as a world digital city
The Economist Intelligence Unit (EIU) published in April 2008 the e-readiness rankings for 70 regions. Hong Kong was ranked second (after USA), up from fourth in 2007. Separately, the World Economic Forum (WEF) also released in the same month the Global Information Technology Report 2007-2008 in which Hong Kong was ranked eleventh amongst 127 economies in its Networked Readiness Index. Both rankings have affirmed international recognition of Hong Kong as a world digital city.

GovWiFi officially launched: more hotspots are coming
From 27 March 2008 onwards, over 30 government premises have been offering free Wi-Fi access to citizens and visitors. An additional 90 free GovWiFi locations will be progressively available by late June 2008 and 230 more by mid 2009. Visit www.gov.hk/wifi to locate these free Wi-Fi government premises.
