Terms of Reference
The D21SAC has been established on 1 October 2004 to replace the Information Infrastructure Advisory Committee as the highest-level government advisory body on information technology matters. It will advise the Government on the goals and objectives, areas requiring further actions, desired outcomes, and strategies and programmes facilitating the delivery of the desired outcomes under the Digital 21 Strategy, the blueprint for information and communications technology development in Hong Kong.
