| Introduction
Youth are most valuable asset,
for today's youth will be tomorrow's leaders and human resource. To help
Hong Kong meet the needs of our youth and respond to their aspirations,
the Commission on Youth was set up in February 1990.
Terms of Reference
- To advise the Chief Executive on matters pertaining to youth.
- To exchange ideas and information with other Government advisory
bodies on youth matters with a view to ensuring that interests of
young people are taken into account in the design of relevant service
programmes.
- To encourage better cooperation between Government departments,
voluntary agencies, district organisations and private organisations
involved in youth service provision.
- To gather information and initiate research on matters pertaining
to youth.
- To act as a focal liaison point with other international youth organisations,
and to promote opportunities for the young people of Hong Kong to
acquire international experience and exposure.
- To enhance the civic awareness of young people and their participation
in community affairs.
- To promote leadership training for young people.
Scopes of work and Organization of COY
The Commission on Youth is an advisory body. Members, including unofficials
from a wide spectrum of the society and representatives from government
departments, are appointed by the Secretary for Home Affairs. Other than
conducting regular meetings to deliberate on youth matters and make recommendations
to the Government, the Commission also, from time to time, undertakes
researches and studies on matters pertaining to youths. To provide opportunities
for youths to broaden their horizon and international perspective, the
Commission also organizes International Youth Exchange Programme. The
successful candidates will be arranged to visit a foreign country.
To strengthen the promotion of national education, the Commission and
the Committee on the Promotion of Civic Education (CPCE) jointly set up
the Working
Group on National Education in mid 2004. Its terms of reference are
to map out strategies and plans for the promotion of national education
outside schools in Hong Kong, as well as to submit proposals and implementation
plans to CPCE and COY for consideration.
