Scopes of work and Organization of COY

The Commission on Youth is an advisory body. Members, including unofficials from a wide spectrum of the society and representatives from government departments, are appointed by the Secretary for Home Affairs. Other than conducting regular meetings to deliberate on youth matters and make recommendations to the Government, the Commission also, from time to time, undertakes researches and studies on matters pertaining to youths. To provide opportunities for youths to broaden their horizon and international perspective, the Commission also organizes International Youth Exchange Programme. The successful candidates will be arranged to visit a foreign country.

To strengthen the promotion of national education, the Commission and the Committee on the Promotion of Civic Education (CPCE) jointly set up the Working Group on National Education in mid 2004. Its terms of reference are to map out strategies and plans for the promotion of national education outside schools in Hong Kong, as well as to submit proposals and implementation plans to CPCE and COY for consideration.
