Terms of Reference

The objective of the Council shall be to attain the greatest measure of co-operation between the Government in its capacity as employer and all civil servants in matters affecting the Civil Service, with a view to improving the efficiency of the Public Service and securing the well being of staff; providing a machinery for dealing with grievances, and generally bringing together the experience and different points of view of the representatives of the Civil Service.
