Method for Selecting the Chief Executive

The Number of Members of the Election Committee

  • The majority of participants agreed that the number of members of the Election Committee should be increased to enhance the representativeness of the Committee. As regards the actual number, suggestions ranged from 1 200 to 2 000.

The Composition of the Election Committee

  • A participant opined that the number of sectors should be increased, so as to increase the number of electors.

  • Some participants suggested adding a subsector to represent local groups (e.g. Kai-fong associations and Owners' Corporations) to reflect the views of the general public.

  • A participant considered that the number of Election Committee members should be adjusted in proportion to the size of the respective electorate in each sector.

The Number of Members Required for Nominating Candidates

  • Some participants considered that the number of subscribers required for nominating candidates could remain unchanged. If the size of the Election Committee were expanded to 1 600 members, consideration could be given to increasing the number of subscribers required for nomination to 200.

  • The majority of participants considered it unnecessary to set an upper limit on the required number of subscribers.

The Delineation and Size of the Electorate of the Election Committee

  • Some participants proposed to add subsectors in accordance with the needs of the community, for example, subsectors for Chinese medical practitioners, Kai-fong associations and all District Council members, etc.

Method for Forming the Legislative Council

The Number of Seats in the Legislative Council

  • The majority of participants agreed to an increase in the number of seats in the Legislative Council.

  • A participant thought that consideration should be given to adding three functional constituency seats. Correspondingly, three seats should also be added to the geographical constituencies, making a total of 66 seats.

The Number of Seats Returned by Geographical and Functional Constituencies

  • Participants did not make any suggestion on how many seats should be added to geographical constituencies. However, when suggestion was made to add seats for the functional constituencies, it was mentioned that the number of seats returned by geographical constituencies should be increased correspondingly.

The Delineation and Size of the Electorate of Legislative Council Functional Constituencies

  • A participant suggested a review on the delineation of functional constituencies in accordance with the needs of the community and the size of electorate for each functional constituency.

  • Some participants suggested adding new functional constituencies, for example, constituencies for Chinese medicine practitioners, building management, security service etc.

Provisions regarding Nationality of Legislative Council Members

  • The majority of participants supported repealing the provision which allowed 20% of Legislative Council Members to hold foreign nationality or to have right of abode in a foreign country. They thought that Legislative Council Members should be of Chinese nationality. A participant considered it inappropriate for people holding dual nationalities to serve in the Legislative Council.

  • A participant, though agreeing that all Legislative Council Members should be Chinese nationals ultimately, would like to effect the abolition of the 20% provision in a "gradual and orderly manner" having regard to the special circumstances of Hong Kong.

Others

  • Some participants proposed to set up a system to monitor Legislative Council Members. For example, there should be a minimum requirement for attendance at meetings.

  • To encourage Legislative Council Members to become full-time legislators, a participant suggested increasing their remuneration, as well as offering a guarantee on a certain living standard even if they were not re-elected in the subsequent term.
