Progress of Work

Introduction

The Constitutional Development Task Force ("the Task Force") informed the Panel on 28 January 2004 of the progress of the Task Force in meeting organizations and individuals (Paper no. CB(2) 1107/03-04(01)). This paper informs Members of the progress of work since 28 January 2004.

Visit to Beijing

Through arrangements made by the Hong Kong and Macao Affairs Office (HKMAO) of the State Council, the Task Force visited Beijing from 8 to 10 February 2004. The Task Force met with the HKMAO and the Legislative Affairs Commission of the Standing Committee of the National People's Congress to exchange views on issues relating to matters of principle and the legislative process pertaining to constitutional development, and had discussions with a group of Mainland legal experts. On 11 February 2004, the Chief Secretary for Administration made a statement in the Legislative Council to inform Members of the first visit of the Task Force to Beijing. A copy of the statement is at Annex A.

Meeting Organizations and Individuals

As at 13 February 2004, the Task Force has met a total of 19 different groups and individuals (details at Annex B). Amongst them, 15 groups or individuals have provided written submissions during or after the meetings. Three of these submissions were annexed to panel paper no. CB(2) 1107/03-04(01) for Members' reference. The remaining 12 are attached at Annex C for reference.
